When checkout says no shipping methods are available

For zone-based shipping, WooCommerce uses the first zone that matches the buyer’s address and offers the available methods in that zone. Check the matched zone, its enabled methods and any free-shipping conditions. Also distinguish a shipping error from a cart containing only virtual products, where shipping is not needed.

One address matches one zone

WooCommerce's shipping-zone guide is specific about the match: a customer matches one zone, taken from the top of the list, and sees that zone's methods. Zone ordering is therefore part of the diagnosis, not a detail. A store can have a perfectly configured zone for a region and still show no rates because an earlier, broader zone matched the address first.

A zone that exists but has no methods reports that no shipping is available. Rest of the world is the default zone for addresses that match no other zone, so an address that falls through the whole list lands there — and if that fallback has no methods either, the buyer sees the no-rates message.

Use the address and cart details from the affected checkout or order to compare the actual match with the zone list. Keep the customer’s full address in the store’s own records; the worksheet only needs your finding.

The method inside the zone can be conditional

Core zone methods include Flat Rate, Free Shipping and Local Pickup. Check which methods are enabled in the matched zone. Disabling one method leaves the buyer without a method only if no other applicable method remains.

Free Shipping is the conditional one. WooCommerce's free-shipping guide says it can require nothing, a coupon, a minimum amount, or a stated combination, and that the minimum can be applied before or after a coupon discount. When free shipping depends on a coupon, the coupon itself must allow free shipping. A buyer below the threshold, or holding a coupon without the free-shipping flag, sees no free method — and if free shipping was the zone's only method, no method at all.

Core Flat Rate shipping classes contribute to the cost calculation. Class-specific method hiding requires a separate explanation, such as an extension or customization. Identify the rule responsible and inspect its documentation instead of assuming that a shipping class itself removes a method.

The cart can stop asking for shipping

A cart containing only virtual products does not need shipping. WooCommerce’s virtual-product setting removes shipping requirements for those products. That normal omission is different from a checkout that needs delivery but reports no available shipping method.

Confirm that checkout has received the address needed for shipping calculation. An incomplete address may not produce the intended zone match. Read the store’s address and shipping settings before changing zone coverage.

Zone coverage and ordering are store settings. If the result depends on an extension or custom rule, send that specific finding to the maintainer responsible for it.

Record the mismatches before changing rules

Record the matching zone and its position, available methods, any free-shipping requirement, and whether the cart needs shipping. Several conditions can be wrong at once. Fixing one should not be treated as proof that the others were correct.

For a consultation, describe the platform, the missing method and the result of these checks. Keep customer addresses and order exports in your own systems.

Shipping availability check

Check the affected address and cart against each condition. Record all relevant findings before changing delivery coverage or pricing.

Limits

  • These checks describe WooCommerce’s core zone behavior. Carrier services, extensions and custom shipping rules can add other conditions.
  • A virtual-only cart normally does not require shipping; that is not the same symptom as unavailable delivery for physical goods.
  • Changing a shipping rule can alter who can order and what they pay. Confirm the intended delivery coverage before applying the correction.
