Unexpected shipping prices at checkout

The amount at checkout is the rate produced by the rules that match that address and that cart. It is not a number you can reconstruct from a product page alone. On WooCommerce, the buyer matches one shipping zone, the first zone in the list that fits the shipping address, and then sees that zone's enabled methods. Flat-rate costs, shipping classes, free-shipping thresholds, and coupons can each change the figure, and a virtual product does not trigger the shipping calculator. On Shopify, the checkout has to match the shipping profile, location, zone, and rate conditions; a discount can move a price-based rate, and an old abandoned checkout can still show the rates from when it was created. Record the destination’s shipping-zone or profile match, relevant cart characteristics, the service chosen, the eligible rule, the amount displayed, and the component that supplied it. Keep the customer’s full address in the authorized store. You can correct a rule the store controls. A carrier or app rate is explained only by that component's own documentation. Read the total as the output of a match

Start from the checkout the buyer saw, not from the rate you remember configuring. Compare the destination inside the authorized store and record only its shipping-zone or profile match, the relevant cart characteristics, the selected service, and the displayed amount. Do not copy the customer’s address or identifying details into the worksheet. Then find the one rule that was allowed to produce that amount.

If several components could have contributed, keep them in separate rows. A base rate, a class cost, a coupon, and tax on the shipping line are different inputs. Adding them together in your head, before you have copied each one, hides the component that is wrong.

A missing shipping total is also a result. It can mean no method matched, or that the cart never asked for a rate. Those are different findings.

What WooCommerce uses to choose the amount

WooCommerce assigns shipping zones from the top of the list and gives each customer one zone, based on the shipping address. Customers see the methods for that zone. If a broader zone sits above a narrower one, the narrower zone is never matched. The Rest of the world zone is the fallback and cannot be reordered. A zone with no methods tells the customer that no shipping is available.

The built-in methods are Flat Rate, Free Shipping, and Local Pickup. The first enabled method in the matched zone is the default selection. Flat Rate can charge a cart cost plus a shipping-class cost. Per class adds each class. Per order charges the most expensive class. Free Shipping can require nothing, a coupon, a minimum amount, or a combination of amount and coupon. The minimum can be tested before or after the coupon discount, depending on the checkbox. A free-shipping coupon works only when the method is set to accept one and the coupon allows free shipping.

A virtual product does not trigger the shipping calculator, and its shipping fields are disabled. If every line is virtual, an empty shipping total can be that setting. If a method you expected does not appear, WooCommerce's zone document says it is likely a third-party extension or custom code. That extension's documentation, not the core flat-rate page, explains its price. Flat Rate's tax status decides whether tax is applied to its cost. This page does not calculate that tax.

What Shopify requires before a rate appears

Shopify's shipping-rate troubleshooting says a rate is shown only when the checkout matches the conditions you set. The checks include the product's shipping profile, the profile's locations and zones, a rate for the zone that contains the address, and a rate that fits the cart. Manual rates depend on weight, price, or a flat amount. Carrier-calculated rates also depend on the fulfillment location, the address, and the default box.

Price-based rates are compared with the cart after discounts and before taxes, so a discount code can move the cart into a different rate. If cart weight falls in a gap between weight tiers and no other rate applies, Shopify uses the next highest weight tier. When one order uses more than one shipping profile, rates with the same name, including capitalization, are added together. If no names match, the cheapest rate from each profile is combined and shown as Shipping. An abandoned checkout keeps the rates from when it was created, so test a new checkout.

These are Shopify's rules. They are not WooCommerce's rules. A store on another platform needs that platform's current shipping document before anyone copies either list.

What you can change, and what you cannot yet know

You can reorder a WooCommerce zone, enable or disable a method, and correct a threshold, class cost, or coupon flag when those settings are yours and they disagree with the sheet. You can correct a Shopify profile, zone, or rate name when the troubleshooting checks show the mismatch. The carrier or app that returns a live rate decides that rate. If you have not opened its current document, the source of the number stays unknown.

A shipping total does not say the order will arrive, and it does not say a payment provider will accept the account.
