A provider changes the reserve terms during processing

Keep the previous notice and the amendment side by side, then distinguish funds already held from transactions covered by the new withholding rule. Copy the amendment's effective date, scope and release language exactly into your internal comparison. If it does not explain how existing reserve funds are treated, leave that treatment unresolved. A new rate or hold condition does not by itself establish that old funds are released, that their hold restarts or that both rules apply to the same transaction.

Separate the notice date from the transactions it covers

Start with the provider and account relationship named in both documents. Record when the amendment was issued, any effective date it states, and which transactions or balances its wording covers. These are separate facts. An email received today may describe a different effective date; receipt time alone does not place a transaction under either rule.

Copy any stated basis for withholding, including a percentage or amount, its calculation base, currency and covered period. Preserve the original terms alongside the new ones. If the notice changes only one condition, do not silently replace every other condition in the previous notice. Where it is unclear whether an earlier term continues, mark the question for confirmation instead of choosing the version that produces the preferred result.

Keep existing held funds visible in the comparison

Use the provider's reserve record to identify the funds already held at the documented boundary. Record the balance date and currency, and use transaction groups only where the provider's records support that grouping. A total reserve figure cannot, on its own, tell you which part belongs to the old terms and which part belongs to the amendment.

Compare three things separately: the amount held before the change, additions recorded afterward and any entries identified as releases or other movements. Do not add the old closing balance to a later total balance as if they were two independent holdings. The later total may include funds already counted in the earlier figure.

A balance decrease is also insufficient to establish a bank receipt. Keep the provider's description of the movement and any separate payout record. If the report cannot allocate the held funds between the two sets of terms, the useful result is an allocation question tied to that report, not an invented split.

An amended reserve can leave release treatment unresolved

Stripe's reserves FAQ describes review before a reserve expires and the possibility that a reserve is removed, reduced, increased or extended. It also says some reserves may remain in place indefinitely. These statements explain why a prior expected end point cannot substitute for the account's current notice. They do not establish what a particular amendment does to earlier withheld funds.

Stripe's balances documentation separately states that reserve funds cannot be paid out or transferred until the hold period is complete. A reserve is distinct from the payments balance and from a minimum balance the merchant sets. Changing that minimum balance does not establish release of a provider reserve.

For a Stripe account, use those distinctions while reading the actual notices. For another provider, use its own agreement, amendment and balance records. Do not import Stripe's review process or reserve behavior into a different contract. Neither the existence of an amendment nor the general FAQ establishes retroactive application, an entitlement to release or an appeal procedure for this case.

Turn each ambiguity into a precise comparison question

If the amendment clearly identifies only future covered transactions, record that scope without declaring what happens to the earlier balance. If it expressly addresses existing held funds, record its treatment beside the previous release language. If both documents appear to cover the same funds but do not explain the overlap, preserve both statements and ask the provider to identify which rule governs that group.

The completed comparison should let your team distinguish a documented new withholding condition from an unresolved release condition. Attach the relevant notice dates and report references through the provider's authorized channel, and ask for the treatment of existing held funds separately from the rule for new transactions. Keep the reply with the comparison so later staff can see what was clarified and what remains open.

Reserve amendment comparison

Use the actual old notice, new notice and dated reserve records. Fill the final column with the comparison and its document reference. Keep currencies separate. Missing allocation or release language remains an explicit question; do not use a balance difference to invent the answer.

Limits
