Find the input behind an unexpected checkout tax figure
Compare the tax calculation's inputs before changing its rate: whether catalog prices were entered with tax, which address the calculation uses, whether that address contains the information needed for the configured rate, the item's tax class, and the selected shipping method's tax status. Then compare the shop and checkout display settings with the recorded tax amount. WooCommerce keeps price entry, calculation address and tax display as separate settings. A missing separate tax line does not by itself establish that no tax was calculated. Your comparison should identify a specific configuration mismatch or an unresolved calculation, while the correct tax treatment remains a question for qualified tax advice.

Separate the expected treatment from the observed figure
Start with one actual checkout report or order. Record the product or variation, quantity, displayed product amount, tax amount if shown, shipping amount and currency. Keep the time of that record beside it. A current settings screen cannot establish which settings were active on an older order; if configuration changed, use the dated records you have and mark the earlier settings unknown where necessary.
Next identify what makes the figure unexpected. Is the tax amount zero, is a separate line absent, or is the calculated amount different from the treatment your adviser specified? Those observations require different comparisons. A rate recalled from memory is not enough to justify editing the store. Keep the expected treatment and its authority separate from the settings that implement it.
Read price entry and display as separate settings
WooCommerce documents a Prices entered with tax setting alongside separate controls for shop price display, cart and checkout price display, and tax-total display. Record each setting independently. An inclusive catalog entry and an exclusive checkout display can make two visible amounts look different even though both derive from the same item. Inspect the order's tax breakdown before adding a displayed tax amount to a price that may already include it.
WooCommerce also documents an adjustment of prices for non-base locations when location-based tax rates change, with a customization that can disable that adjustment. This establishes another configuration question when a price changes with location; it does not establish that the behavior is wrong. Ask the site maintainer whether that customization exists, using the actual configuration or code record. Do not install the documented customization simply to force a familiar price.
If the recorded calculation agrees with the expected treatment but the visible labels or included-tax presentation are confusing, identify the presentation as the issue. Changing a tax rate to repair a label changes the wrong input. If the calculation itself differs, continue through the address and class comparison.
Match the address and product to the configured rule
Read Calculate tax based on and record whether the store uses the customer billing address, customer shipping address or shop base. Compare the address that setting selects with the address used in your expectation. Inside the authorized store, check whether the selected address contains the country, region or postcode information needed by the rate you are comparing. In the worksheet, record only the basis, completeness and rate-match finding; do not copy a customer's full address.
Then inspect the actual item's tax class and the rate entries associated with that class. WooCommerce documents additional tax classes; a rate entered under a different class is not evidence that the purchased item used it. Record both the intended class and the configured class. If the address or class differs from the intended setup, you have identified an input mismatch to resolve before considering a rate edit. If both agree, retain the unresolved amount for a more specific calculation investigation rather than declaring the rate wrong.
Isolate shipping tax before choosing the repair
Keep tax on products separate from any tax on delivery. For WooCommerce Flat Rate, the method's Tax status decides whether tax applies to its shipping cost. Read the selected method's setting, rather than a different method with a similar name. The Flat Rate documentation does not establish how an unrelated carrier extension or tax service calculates its amounts.
Finish with one finding: a display mismatch, incomplete address evidence, an unintended address basis, an item-class mismatch, a shipping-tax setting mismatch, or an amount the known inputs still do not explain. Name the exact field and the intended value supported by the merchant's tax advice before authorizing a correction. Where an extension supplies the calculation, retain its name and version and obtain its own explanation of the unresolved line.
