A draft fulfillment does not notify the buyer

Open the exact fulfillment record and confirm whether it remains Draft. Where WooCommerce’s documented Fulfillments feature is present, creating, editing or removing a draft does not send customer notifications, even though the record can contain items and tracking. Fulfilling a draft can notify the customer according to its notification toggle. Check the state, action and message evidence separately before saying the buyer was notified; a setting that permits a notice is not proof of delivery.

Confirm which fulfillment feature owns the record

The documented WooCommerce Fulfillments feature stores products and quantities, a draft or fulfilled status, and shipping or tracking information on each fulfillment. First identify whether the store is actually using that feature. Do not assume that every WooCommerce installation or shipment extension exposes the same records or notification controls.

If the shipment panel belongs to another extension, identify that extension and its documented draft and notification behavior before applying this rule. The word Draft in an order, a shipment plugin and this fulfillment feature may refer to different objects. Record the fulfillment reference and the items it covers so support and the person preparing the shipment are investigating the same record.

Tracking entered into a draft is still preparation

In the documented feature, draft creation, edits and removal do not send customer notifications. A tracking value saved in a draft therefore does not establish that a shipping notice was generated by that action. An internal screenshot showing tracking is evidence of saved information, not evidence that the buyer saw it.

Check the state at the time support says the notice was sent, as well as the current state. A record that is fulfilled now does not establish when it left draft or whether a notification was enabled for that action. If the available history cannot establish the earlier state, keep that uncertainty. Do not infer a past send from today’s populated fields.

Keep the application record separate from the physical shipment. A fulfillment marked fulfilled is not independent carrier proof, just as a draft does not establish that the warehouse never handed over a parcel. Use the actual carrier or dispatch evidence for physical movement, and the message record for notification.

Read the individual fulfillment before the order summary

WooCommerce calculates the order’s fulfillment summary from its items and fulfillment records. A partially fulfilled summary can reflect items not assigned to a fulfillment or a fulfillment that remains draft. Open the constituent records to determine which condition actually applies; the summary alone does not identify the missing notice.

Match the draft’s products and quantities with the shipment support is discussing. A message or tracking record for another fulfillment on the same order does not establish that this group of items was included. Third-party extensions can extend fulfillment statuses, so preserve the actual label and its owning component if the screen differs from the documented feature.

Resolve the state or investigate the message

If the record remains draft and shipment preparation is still incomplete, keep the record accurate and correct support’s assumption that saving it notified the buyer. If real fulfillment work is complete but the application record was left draft, give the authorized fulfillment owner the item, quantity and shipment evidence needed to correct that state. Do not mark an unfinished shipment fulfilled merely to trigger an email.

For a genuine transition from draft to fulfilled, inspect the notification toggle associated with the action. WooCommerce says fulfilling a draft, and updating or removing a fulfilled fulfillment, can notify the customer according to that toggle. State changes and later edits therefore need the owner’s attention to the intended message, rather than repeated status changes to try to provoke delivery.

If the record is fulfilled, examine the available message history for the matching fulfillment and time. Distinguish notification enabled, a recorded sending outcome and evidence of receipt. If only the toggle is known, the delivery outcome remains unknown. A missing message after an expected notification becomes a sending or delivery investigation; it is no longer explained solely by an unsent draft.

Draft-to-notice record

Use the actual fulfillment for the shipment being discussed. Read the individual record, then compare the notification action and any message evidence. Record unknown when history is unavailable. Keep customer addresses, message contents and private tracking links out of this worksheet’s public sharing.
