Comparing your shipping disclosures with actual fulfillment
They match only when each public shipping sentence is true of the regions you ship to, the time you can support, and the business that hands the goods to a carrier. A WooCommerce shipping zone, on a store that uses WooCommerce, controls which methods a matching address sees at checkout. It is not the same record as the policy page, and it is not permission to ship a product somewhere. For sales the Mail, Internet, or Telephone Order Merchandise Rule covers, the eCFR text of 16 CFR 435.2 describes soliciting an order without a reasonable basis to ship within the stated time, or within 30 days if no time is stated, as an unfair or deceptive practice. Whether that rule applies to a given order is not decided here. Stripe's dispute-prevention guidance tells Stripe users who ship physical goods to provide tracking. It does not set your shipping time, and it is not evidence Stripe will accept the account.

Three records have to be read separately
The policy or product page says where and when you ship. The checkout settings decide which destinations can get a shipping method. The warehouse, the carrier account, and the person who packs the order show what happens after payment. A business can be wrong if any one of those describes a region, a time, or a handoff the others do not.

It does not certify that a shipping statement is lawful or that a provider will process the account. This comparison is about public statements and operations. The records you would attach to an application are a later, separate collection.
Checkout geography is software, and only for that software
WooCommerce's shipping-zone documentation says a shipping zone is a geographical area to which you ship items. Zones can be postal codes, regions, countries, or continents. A buyer is matched to one zone, the first zone in the list that matches the shipping address, and sees only that zone's methods. A zone with no methods tells the buyer that no shipping is available. The Rest of the world zone is the default for addresses that match no earlier zone, and adding methods to it is optional.
Those are WooCommerce settings. They do not apply to a store on another platform, and this page does not describe other platforms. They also do not decide that a destination is one you may ship to. If the policy names a country the checkout cannot quote, or the checkout quotes a country you do not ship to, the public store is inconsistent. Order the WooCommerce zones from the smallest area to the largest if you use that system, because WooCommerce matches from the top of the list down. Fixing the sort order makes the checkout match the zones you entered. It does not create a shipping promise you can support.
A stated time needs a basis you can point to
The eCFR display of 16 CFR Part 435 says it is authoritative but not an official legal edition. In the text shown there, 16 CFR 435.2(a)(1) describes it as an unfair or deceptive practice, for covered mail, internet, or telephone order sales, to solicit an order unless at the time of solicitation the seller has a reasonable basis to expect to ship within the time clearly and conspicuously stated, or, if no time is stated, within 30 days after receipt of a properly completed order. The same provision gives 50 days, rather than 30, where the buyer applies to the seller for credit to pay in whole or in part. The part also contains later notice, consent, and refund provisions, and a limited-applicability section. This page does not turn those provisions into a script and does not decide whether any order is covered.
You can decide not to publish a number of days you cannot support. You cannot use this page to choose a shipping time for every product, and you should not state that every product can go to every destination. Qualified counsel is the place for whether the rule applies. A provider can still ask what you actually do even when the legal question is unanswered.
Name the handoff you actually use
Write who packs the goods and who places them with a carrier. If a supplier ships, the policy should not say that you ship from your own stock. Stripe's dispute-prevention page tells a Stripe user shipping physical goods to use a carrier that provides online tracking and delivery confirmation when possible, and to give that information to the buyer. It also says card issuers do not follow links, so a screenshot is what Stripe describes for dispute evidence. That is Stripe's guidance for Stripe users. It is not a rule for every provider, and it is not a finding that Stripe will support a research-use-only peptide business.
You can correct a public sentence that names the wrong region, the wrong time, or the wrong shipper. Whether a provider accepts the fulfillment model, and whether any fee or reserve applies, stays with that provider. A Prism consultation can discuss the policy conflict within an agreed scope.
