Delivered scan, missing shipment: reconcile the records before you decide
Put the order's destination, the fulfillment note your store actually has, and the carrier's event in one worksheet before you refund, reship, or file a claim. A delivered scan and a missing-shipment report can both exist. Neither one decides who keeps the money. WooCommerce's order statuses describe payment and fulfillment progress. They do not say the core order stores a carrier scan. If the label is USPS, USPS says to check tracking first and that a missing-mail search can start seven days after mailing. Those steps are USPS's. Another carrier uses its own page. A card dispute, if one is opened later, is a separate process with the payment provider's deadline, not this sheet's. Two reports are not yet a decision
The carrier event says the shipment reached a delivered status. The buyer says they do not have it. Both sentences can be true at the same time: the scan can name a place, a date, or an address that is not the buyer's door, and the buyer can be reporting the parcel they expected. The work is to show where the two records differ.
This page is that contradiction. It is not the page for an order that has not reached the delivery stage you expected, and it is not the page for building the timeline you would send in a payment dispute. Do not refund or reship from the scan alone, and do not refuse the buyer from the scan alone.
The store order and the carrier event are different systems
WooCommerce's order-status page says the checkout record includes the items, the selected shipping method, and the address the customer provided. Processing means payment was received and the order is awaiting fulfillment. Completed means the store has marked the order fulfilled. Those words describe the store. They do not describe a carrier scan, and the page does not say core WooCommerce records a tracking event. A scan lives on the carrier's tracking page unless a shipping tool copied it onto the order. If your order screen has no tracking number, write that. Do not borrow a number from a different order.
Compare three addresses and times: the destination on the order, the destination on the tracking page, and the time the buyer says they looked. A match of city is not a match of the street address. Stripe's dispute-prevention page, if you later need it, says proof of delivery should be something you can show, because card issuers do not follow links and a screenshot is what you would submit. That is a reason to save the tracking page. It is not an instruction to open a dispute.
Use the carrier's own page, and only that carrier's page
If the label is United States Postal Service, the USPS missing-mail page says to check USPS Tracking before starting a search. A missing-mail search can be submitted starting seven days from mailing. The page asks for the sender and recipient addresses, the container, identifying information such as the tracking number or the mailing date, a description of the contents, and pictures that would help recognition. USPS says it sends a confirmation and updates, and that it sometimes cannot find an item or cannot safely forward it.
USPS separates that search from a refund request for a service it lists, such as Priority Mail Express, and from an insurance claim. For insured mail that is damaged or missing contents, the page says to file a claim, and to file no later than 60 days from the mailing date. Those are USPS instructions. They are not a deadline for UPS, FedEx, or any other carrier, and they are not the deadline on a card dispute. If the label is not USPS, leave the USPS row blank and open that carrier's current instructions. This page does not supply them.
The description you give a carrier should identify the parcel. It should not add a use or an outcome for the contents. The catalog name and the order line are enough.
Name the next owner, and stop
After the records are side by side, one person owns the next action: contact the carrier, answer the buyer with what the records show, or hand the file to whoever answers payment disputes if a dispute arrives. The worksheet names that person. It does not take the action.
You can decide what your store's published shipping terms say you will do, and whether those terms match the records. You cannot decide from this page that the carrier will pay a claim, that the buyer is wrong, or that a provider must refund. Stripe's prevention page recommends tracking when you ship physical goods. It does not decide a delivered-scan dispute.
