An advertising disapproval and an organic Search problem need different evidence

Treat them as two investigations until evidence proves otherwise. Record the exact disapproval notice from the advertising account - the ad, the stated policy reason and the available review path - and separately record actual organic Search observations for the affected URLs. Google's own documentation says buying its advertising does not affect organic Search presence or ranking, so an ads notice is not evidence of an indexing state. Route the policy question to the ads review process and the visibility question to whoever can inspect the site, and never report one channel's problem as the other's cause.

Capture the advertising decision exactly as made

Inside the advertising account, record the disapproval as the platform states it: the affected ad or asset, the exact policy reason given, the notice date and the review or appeal path the account offers. Google's Ads guidance ties disapproval handling to the status and policy details shown in the account. Preserve the wording rather than paraphrasing it into a theory.

Record the scope of the action. A single disapproved ad, a set of ads and an account-level restriction are different events with different remedies. Do not upgrade or soften the notice when retelling it to the team, and do not treat a disapproval as a statement about anything outside the ads platform.

Build the organic record from actual observations

Separately, record what is actually observed in organic Search: dated queries and URLs, what each result displayed, and what the page itself serves today. If the site owner has access to genuine Search diagnostic tools, record what they show for specific URLs. Each observation is one observation; it is not proof of every searcher's experience.

Do not import the ad-policy wording into the Search theory. A page can be ineligible for advertising and fully visible organically, or eligible for advertising and rarely shown. The organic question needs its own evidence: the page state, the observed results and any diagnostics the site owner can genuinely access.

Keep the two systems' evidence apart

Google's Search documentation states that buying Google advertising does not affect organic Search presence or ranking. It follows that neither ad spend nor an ads disapproval explains an organic change, and a disapproval notice says nothing about indexing. The two channels enforce different rules through different processes.

The separation runs both ways. Continued organic visibility is not evidence that an advertising issue is resolved, and an ads approval would not be evidence that an indexing concern is fixed. Each channel's notice answers only its own question, and the worksheet keeps those answers in separate columns.

Assign owners and choose channel-specific actions

For the advertising issue, a named owner follows the platform's own review path, responding to the stated policy reason honestly. For the organic question, the site maintainer investigates with page-level evidence. Record which action belongs to which channel so a fix in one is not reported as progress in the other.

Make no ranking, reinstatement or approval promises, and do not reword ads or pages to work around a stated policy decision; resolve the reason given.
