A PCI-related charge continues after documents were submitted
Establish the exact fee clause, the account and period it covers, what the provider recorded about the submitted documents, and any effective date for changing the charge. A submission receipt proves a submission; it does not by itself prove provider acceptance or that a fee-stop condition was met. Compare the invoice's service period with the provider's written fee decision before describing the continuing charge as an error.

Start with the full invoice label and the written schedule that defines it. The words PCI or security do not tell you whether the charge is a recurring service fee, a charge tied to a stated condition, or an item whose purpose is still unexplained. Keep that classification open until the agreement or the billing provider identifies it. A document submission will matter to this invoice only if it relates to the condition that governs this fee.
Copy the relevant clause and its applicable version into your internal record. Identify the account it covers and any wording about acceptance, effective dates or billing periods. If the provider points to another incorporated document, keep that reference with the clause. Do not infer a grace period, refund entitlement or immediate stop date from a fee's name.
Stripe's general terms show why account-specific pricing matters: written fee agreements can differ from public pricing, and general, service and incorporated terms operate together with regional terms. That is an illustration of document scope, not evidence that Stripe imposes the charge on your invoice. Your own billing provider's agreement supplies the actual fee trigger.
Separate delivery from the provider's acceptance
Line up the submission reference, destination, date and account with the provider's later response. An upload confirmation can establish that a file was sent through a particular channel. It does not establish that the provider accepted the file for the relevant account or recorded that the fee condition changed. Preserve the status the provider actually uses rather than translating received into approved.
Read what the response accepts. An acknowledgment of readable documents is not necessarily a decision on the fee. If a response asks for further information, record what remains outstanding and who owns it. If there is no acceptance record, the next question is whether the submission was accepted for the named requirement and, if so, when that affects billing. Repeatedly sending the same files does not answer that question.
Use references to the original records in the worksheet. Do not duplicate identity documents, payment data or sensitive security material there. The billing investigation needs a traceable status and scope, not another uncontrolled copy of the file.
Compare the covered period with the effective date
Place the invoice's service period beside the submission date, acceptance date and any stated fee-change effective date. The invoice issue date alone does not show when the billed service or condition applied. A bill issued after a submission might cover an earlier period; that possibility must be checked against the actual invoice rather than assumed to explain it.
If the provider confirms acceptance but gives no billing effective date, the timing remains unresolved. If the confirmed effective date falls within the questioned period, ask how the clause treats that period; do not invent prorating. If the fee was charged for a period the provider says should be excluded, identify the affected line and amount and request the corresponding correction record.
Keep a promised adjustment separate from a posted credit. Record the credit reference and the invoice or balance entry it changes when it appears. Until then, the evidence supports a pending correction, not a completed reimbursement.
Close the fee question within its limits
The reconciliation can end with a documented explanation for the period, an unresolved acceptance or timing question, or a recorded billing correction. None of these determines PCI compliance. PCI SSC's merchant definition concerns accepting payment cards bearing participating payment-brand logos for goods or services; it does not define a provider's fee or make paying that fee evidence of a security status.
Send the billing provider a focused query identifying the fee line, contract condition, submission reference, provider status and questioned period. Ask which remaining condition or effective date explains the charge. That makes the missing fact answerable without declaring the fee invalid. Security-document fee query
Build one record for the exact fee line under question. Use masked references and short status notes. Submission, acceptance and billing effect are separate entries; do not fill missing entries with an assumed approval or stop date.

Limits
The actual provider must establish the fee condition and acceptance record. Sending documents alone does not establish that a charge must stop.
